The following are brief descriptions of the most common approaches to the design and construction of a new facility or addition.
This is the traditional method of design and construction where the owner contracts with a design professional to prepare a full set of construction drawings and then selects a group of qualified general contractors to submit competitive bids. Typically the owner enters into a contract with the General Contractor who submitted the lowest price.
Design-Build Construction is a method of project delivery in which one entity (Design-Builder) forges a single contract with the owner to provide design and construction services. Historically designers are selected based on qualifications and constructors are selected based on qualifications and low price. With the procurement of Design-Build services, one can combine the two into a best value selection. The Design-Builder assumes the responsibilities and risks of cost, schedule, quality, and safety of the entire project. This method is also sometimes referred to as “turn-key” construction.
With this method, the owner contracts with a Design firm and a Construction Management firm. The CM provides management services during the design, bidding, and construction phases of the project and assumes responsibility for cost, schedule, quality and safety of the entire project. The CM typically provides pre-construction services such as schedule, budget, and constructability reviews. During pre-construction, the CM will collaborate with the owner and design professional to ensure that the owner is getting the best value for their construction dollar. Once construction drawings are complete, the CM will then oversee the bidding process and follow through with management of the construction process.
This method encompasses and combines all of the benefits of the traditional Design-Build and Construction Management approaches while allowing the owner to enter into a single contract with the Design-Build CM firm who will see the project through the design, bidding and construction stages. The Design-Build CM firm assumes responsibility for cost, schedule, quality and safety of the entire project.
